City Clerk
Norma Wyles
The City Clerk’s office at the City of El Centro is a busy place. It is an office where records are kept, some dating back to the inception of the city. It is an office responsible for the democratic processes of elections and compliance regulations which includes local, state, federal statutes including the Political Reform Act, the Brown Act, and the Public Records Act, according to the California City Clerks Association (https://www.californiacityclerks.org/).
The office of the City Clerk is a service department within the municipal government upon which the City Council, all City departments and the general public rely for information regarding the operations and legislative history of the City. The City Clerk serves as a liaison between the public and the City Council and provides municipal services.
Last summer, Norma Wyles was appointed to the position of City Clerk when Diane Caldwell retired. Although this was officially a new position for Norma, she was no stranger to the duties or the office of the City Clerk as she had worked with Caldwell for over eight years as a Staff Assistant and was later deputized as Assistant to the City Clerk. Wyles believes that the City Clerk’s office is not a project driven department but rather a service-oriented department. Taking care of the public when calling for information or documents is a priority for the City Clerk.
As you get to know Norma, you’ll understand that she is no stranger to many departments and positions within the City. Norma has been working for the City of El Centro for over nineteen years. She started in 2001 in the Recreation Department as a Recreation Leader. Shortly after this position she moved on to become the Youth Development Specialist. Norma has a passion for learning and discovering new opportunities thus in 2004 she moved over to Public Works and took a position as a Clerical Assistant working with the Street and Underground division and within a year she was promoted to Secretarial Assistant and worked for the Water Treatment Plant.
