Efrain Silva

Efrain was born in Mexicali, Mexico and immigrated into the United States at the age of 14. He grew up in Holtville, CA, and has an AA degree from Imperial Valley College, a BA in Public Administration from SDSU – Imperial Valley Campus, and an MBA from Northern Arizona University.

Efrain is the Dean of Economic and Workforce Development for Imperial Valley College. He has served in different administrative and managerial positions in the City of El Centro, County of Imperial, non-profits, and school districts for over 20 years. He was first elected to the El Centro City Council in 2007. Efrain has served in other elected positions having been elected to the El Centro School District in 1993 and re-elected in 1997. He was also elected to the Central Union High School District Board in 2002 and re-elected in 2006. Efrain also has vast experience in city planning, workforce development, and youth programs. He has also served in numerous boards and taskforces. In 2002, Efrain was recognized by the California Workforce Development Board with the “Architect of Change” award.
