Ruben A. Duran Named City Manager

Ruben Duran was appointed by the El Centro City Council to serve as El Centro’s City Manager effective October 27, 2003. Under El Centro’s council-manager form of government, the City Manager serves as the chief operating officer of the City.

Mr. Duran implements the policies established by the City Council and coordinates all City departments, citizen boards and other affairs assigned by the City’s ordinances. He submits to the City Council the City’s annual operating and capital budget, and develops management policies and procedures.

Prior to working for El Centro, he served as the city administrator for Oroville, California, assistant city manager and finance director for Avondale, Arizona and as an internal auditor and operations analyst for Phoenix, Arizona. He also served in the United States Marine Corps and United States Army.

Mr. Duran is a member of the International City Managers Association (ICMA), the California City Managers Association and the Hispanic Network, an affiliate of the ICMA. He is an ICMA Credentialed Manager and has received the ICMA’s 20 year Service Award. He has served on the board of directors for the Hispanic Network and is a past chairman of the Arizona City/County Managers Association Annual Conference Committee.

He has a bachelors of arts degree in business and accounting from Western International University.
